The press covered the announcement. Nearly two decades later, the harder questions remain:
- Were the trials conclusive enough to justify continent-wide surgical intervention?
- Why did the recommendation exclude most of the world?
- Were informed consent protocols adequate across 14 culturally diverse nations?
- If circumcision reduced risk by 50–60%, why did health agencies insist on continued condom use?
Both sides have merit. Both deserve scrutiny.
